Windows 10 Having a hard time creating a boot USB

Why is this so hard. I've been looking at web pages that walk you through but nothing works. Any suggestions. All I need is to boot externally so I can initialize a hard drive

You can boot to a windows install disc/usb it will have the required tools to work on a disk.
