If you want to delete the file, you have to take ownership of it and give yourself permissions. There are several tutorials about how to do that. But you go to properties, Security, Advanced, Owner tab, Edit.
Pick your owner and click OK. Then close the dialogue boxes back down and start over. This time do the same thing but edit the permissions for your user to allow full control. Click OK back to the basic window. Now if you right click on the file, it should not show the blue and yellow shields. Delete it if you must.
To restore the trusted Installer to the new file, go through the Change Ownership procedure, but this time select "Other User or Group" on the bottom of the dialogue. In the box type (without quotes) "NT...
