how many server machines to implement the cluster? is it possible to do it with 2 machines or in a single machine we configure ADDS and the iSCSI server

I am in a virtual environment I would like to know if it does not bother to have a controller demaine in virtual during the implementation of the clusters that is why I ask if two machines will go

There are many services that can operate in a cluster so "the cluster" is pretty vague. What are you trying to accomplish?
