How to give installation access using delegate control in active directory Windows Server 2018 R2 for Particular Group Or User.
 
Local administrator rights are required to install software, there is no in-between. You can use a third party solution to delegate install rights such as via SCCM
 
I have seen this option in other organization and This is Possible by using Delegate control for Particular Group.
 
Delegated control is how you grant permissions to manage sub sections of active directory to users or groups.
