Windows 7 How to Renumber and Organize Photos in Windows 7

how can i renumber photos in win 7 or move them around in the same folder

You should be able to right click a folder and choose Rename.

You can't drag them around like in XP. I found if I open the file in my XP virtual machine I can drag and drop and rename there in XP.
