Windows 7 Intermittent connectivity on dialup (Win7 + IE8)

Hello and thanks for your time:

I am having trouble with a client of mine who can sometimes browse webpages for a short duration and sometimes receives page cannot be displayed. We downloaded the latest version of Firefox as well and the same behavior occurs. This is a new machine.

We've reset the browser settings and disabled add-ons. There is no security software. There is no firewall. The machine has an active internet connection but still cannot display pages sometimes. Any ideas?

Did this occur immediately after install?

Can you perform a ping or tracert?

A firewall is included with windows 7.
