Man requests help disposing homemade weapon of mass destruction (MUG)

Robert Russell Ray turned 37 on July 9. About 90 minutes before his birthday officially began, Ray called the Okaloosa County Sheriff’s Office to request that a hazardous materials team be sent to his Sugartown Road home.
