Windows 7 Memory stick - can't read it if computer already on,,,

I upgraded to windows 7 a while back and have several issues. One is if my computer is on and I plug in my memory stick Windows does not read it. Only when I reboot will I be able to read the memory stick which is very annoying.

Thoughts?
