PC Light Ring Is Not Powering on.

I Had This PC in 2011 and why in 2011? beacuse my old pc doesnt look cool but this pc is aswell not overheating beacuse at back they put a pipe to let fan to send dust to the pipe to save pc but in 2012 pc light did not turn on this hapenned with my CMOS baterry errors so my dad got from a old pc that i talked about and it happened on when i want turn off pc by power button it lights up but flashes ramdomly i dont know if... just i dont know but motherboard is asus-m2n-mx-se cpu amd sempron tm processor le-1100 1900mhz count 1
1gb of ram amibios version and build date 0308 07/10/07 is there a way to fix it?
well i found something "Power On By Ring" wich says "Disable/Enable RI to generate a wake event" is this what i need?

No. This is to do with waking the computer.

The flashing power light might mean your in standby mode or sleep mode. How are you turning the computer off?
