Windows 7 PC Powers on Immediately After Going to Sleep

Simple and straight forward as the title says. When I choose to put my computer into sleep, just about 2 seconds after it goes into sleep mode it starts up again. I found the problem, but I have no idea what it means or how to fix it. Also, my computer never goes to sleep on its own even though I have it set to sleep mode after 1 hour.

Solution
You must go into Device manager and double click on all devices. All those that have a power managent button can wake your PC. You have to uncheck the box (see picture). Of course not for the mouse and keyboard.

Solution
I checked through all of of USB controllers, only 4 have the power management option and like in the picture above, the option to select it is grayed out and unchecked. I also checked though all of the PCI standard PCI-to-PCI bridge devices and none of them have the power management option, but yet they are the wake up source.
