I have a Lenovo Y50 with Windows 8.1. Every time I shut down or restart my computer, it sets my keyboard repeat delay and speed to what feels like a minimum. But, when I open up my control panel and go to where the options are for keyboard delay, they are on the setting where I set them at (maximum for both) and when I press okay, it sets the repeat delay and speed to normal, even though I didnt change them. I find this incredibly annoying, as I like to use my arrow keys for scrolling.
