Is there a way to set a windows computer to require an administrator password, even if the current user is an administrator, in order for a program to run as administrator?
For example, when an administrator runs a program as administrator, they get this prompt:

Could it be set to give them this one instead?

I specifically want to set things up so (theoretically speaking) when a standard user is using an administrator desktop, they cannot access administrator privileges without the original owner of the desktop typing in their password a second time.
