A program called Universal Extractor is by far the best upacker of then all. It even extracts most .exe files (not just self-extractors) and 43 other formats. It works fine on Windows 7. It's free and can be downloaded here:

I'm a 7zip user myself, extracts all the archives I need.

I use WinRaR mainly... but sometimes 7zip as well.. Both seem to do anything I need..
