Setting different system local for each user

We would like to set a different system local for each user, on windows 2016.

I was expecting to find it (like in server 2012) using the Group Policy -> user configuration -> Administrative Templates -> Control Panel -> Regional and Languages Options.
But seems I do not see the Regional Options.

Tried also using the below link

Any suggestions, what I am missing ?

That's because it's a system wide setting. Beside a machine resides in one region at a time, so it doesn't make sense to change it per user.
 
Yet, it is possible , as you can see from the above article for 2012.

So the question remains the same, how can do it in 2016?
