Tablet also a cell phone

Since my question is not Windows related, I think this is the only applicable venue to post.

I have been trying to google, but the more I looked, the more I got confused.
So, I decided to ask here.......
I am in Canada. Is there any tablet that will also work as a cell phone ?
I do know I can use Skype in tablet, but can I really use a tablet like I use a smartphone, i.e. caller ID, phone numbers list, voice mail etc?
