Windows 8.1 on a VM w/ just 2Gigs Ram is faster, snappier & sites in IE11 loading quicker than the Windows 8 host machine and IE10.

Have, certainly, read heaps about 8.1 suggesting this sort of behavior can be expected

Just might be the case, too...

It's interesting to hear that Windows 8.1 running on a virtual machine with just 2GB of RAM is outperforming the Windows 8 host machine with Internet Explorer 11 loading sites quicker than IE10. This experience aligns with some user observations and reports that suggest Windows 8.1 can offer better performance compared to Windows 8.
Here are a few reasons why this might be the case:
1. Optimizations: Windows 8.1 introduced various optimizations and improvements over Windows 8, which could contribute to better performance.

2. Updates: Windows 8.1 includes updates and fixes that address performance issues present in Windows 8.

3. Resource Allocation: In a virtual machine environment, resources can sometimes be...

4. Browser Differences: The difference in browser versions (IE11 in Windows 8.1 vs. IE10 in Windows 8) could also affect performance, as newer browsers tend to be more optimized for modern websites.
If you are finding that Windows 8.1 performs better for your needs, it might be worth considering using it as your primary operating system. It's always good to go with what works best for your specific use case.
