Windows 7 Unable to install zh-TW language pack on my windows 7 enterprise system build 7600

Hi,
I'm trying to install the Chinese (Taiwanese) language pack on my windows 7 enterprise build 7600.
I downloaded Link Removed (which is original for 7264 build), but when I tried to install it , I got this error "Language Pack cannot be installed on this machine" error, see attached image.

Is this because I'm using win 7 build 7600 which is different the the language pack build ?
