Windows 10 USB plug-in notification

There is no text box in the notification area when a USB device is attached. There is sound. There is sound and text when the disconnect is used from the up-pointing carat. Everything works except no text notification when a device is plugged in. I have focus assist turned off. I have an HP Pavilion 23.
I use the notification because I'm hard of hearing. Any advice?

I don't believe there is a built in way to generate a notification. Could be done with some powershell. If you're not visually impaired you can do the following
  • Right click on the taskbar and select "taskbar settings"
  • Scroll down to "Select which icons appear on the taskbar"
  • Turn on
You should see that icon whenever you plug-in your flashdrive
Which version of Windows 10? Press [windows key + r] and type winver I just tested this on my system (1903) and I also get no notifications, so it may be the normal behavior
 
It's version 1903. But it worked until a day or two ago. I don't recall an update since unless it was done in the background.
 
So the notification is gone under normal circumstances?
That's causing a few extra clicks to make sure it's connected for us hard of hearing folks.
