Windows 7 USB Speed / Question

Hello, I have a few questions and problem with my USB keyboard and mouse. My keyboard and mouse is a Razer Tarantula ( Keyboard ) and Razer Lachesis (Mouse). The keyboard has A coord that is split into 4 wires, 2 USB connectors and 1 audio , 1 Mic coord. The problem is the keyboard and mouse is responding slower then I would expect it too (Razer company said keyboard is suppose to have 1 ms delay compared to normal keyboard with 8ms delay). I tried serveral different USB ports, front and back you name it. So I was wondering, is there any way to make the usb or keyboard resopnde faster ? Or anyway go faster ? Also, is there any program that would make it faster / more responsive?
