Windows 7 Webpages fading in and out?

Recently I've noticed certain websites will fade darker as I scroll down while remaining light on top, as if a dark overlay is on top. I cannot figure out how to disable this. I recently upgraded my graphics card which is around the time this started happening.

I am using Windows 7 64 bit Pro.

There may be a problem with your new card upgrade ! Make sure The card is seated properly !

It's seated properly, I just upgraded the drivers, I am going to try uninstalling the drivers and reinstalling them to see if that helps.

Note, I am noticing this effect in games now as well.

Use the "roll back" feature in device manager !
