Windows 7 Why Do My Shortcuts Fail to Work After Restarting My Computer?

When I put a shortcut to open a file it works . But when I restart the computer it doesn't work. Why?

Can you provide that steps you're taking to create the shortcuts and what type of content is in them? I can't say I've heard of a shortcut stop working after a reboot. The only thing that comes to mind is you have it pointing at some temp location that is being cleaned up on reboot.

Also when you say "doesn't work" is there an error message associated with it not working?

I go to the Properties ->Short cut->Shortcut key->Ctrl+Alt+W.

Could it be due to screen locker?
