Windows 7 Windows Live Sign-in

I don't use Windows Live and I keep getting a Sign In page and it is a nuisance. How can this be stopped?

What Sign-in Page, where? Maybe a screen shot, please.

I have gone to msconfig | Startup and unchecked the Windows Live line twice and
it just puts in a new one as shown below:



When I boot Windows I get this:

Go into Messenger; under Tools > Options > Sign in & look that the top box is UNchecked (see screen shot)
