Windows Vista is now offering RC1 to the first 100,000 people to download it from their site. Download speeds are actually quite fast but won ’t be much longer….so try to get your hands on it while you still can.

I just got the emal today on RC1, and it doesn't say anything about a limit to 100,000 people. It just said it was for the CPP program or something.
