Have you tried to reinstall IE8?

Hmmm...Google isnt much help (this guy is at least getting the same error message as you!)

32 or 64 bit IE? Any possible toolbar or add on to be blamed? Does this error prevent IE from running?

Running 64 Bit Build 7100

No addons running.

After I click on the window IE runs fine as long as you don't open a new tab or window.

I haven't Tried reinstalling IE I may try that now.

Are you running the 64 bit IE as well there are two in 64 bit W7 32 bit and 64 bit. I personally simply forget IE is even installed which solves alot of problems for me.
