If I press alt-shift-x, where x is some alphabetic key, Windows 8 treats this as alt-x instead. Does anybody know why this might be happening ? I know that the shift key is working since in Windows 7 it works properly.

Because there is no such thing as [shift] + [alt] + [x] so the computer assumes you must want [alt] + [x]... which is keycode [0058] btw.

What was you trying to do, would help here... [windows key] + [x] perhaps?

fyi this opens the manu in Windows 8, 8.1 or 10.

I can not believe that you think that the alt-shift-x key combination does not exist on the typical computer keyboard. What utter nonsense.

Are you a unix guy perhaps? ... they have an alt-shift key combination but Windows tends to use the [ctrl] key mate.
