I have a dial-up modem on Windows Vista Basic on my laptop. When I connect to the Internet and diagnose my connection this error comes up: "Cannot communicate with DNS server (198.164.4.2)". Can someone please tell me how I can fix this?

looks as if the system is looking for a proxy server.
open the properties of the connection, uncheck 'detect automatic settings.'
thse options are used for lan and broadband

would this be in internet explorer seetings or in the dial-up connection settings? because i cant seem to find it.

my bad.
go to internet options in control panel, open connections, click on lan settings, uncheck there

If you know your dial-up settings I'd delete that connection and make a new one.
