OpenAI is expanding its European footprint in Dublin while recruiting students to promote ChatGPT and Codex on university campuses, linking its business growth with a more direct push into the next generation of AI users and developers.
EdTech Innovation Hub reports that OpenAI has opened applications for its first Campus Leads programme, aimed at undergraduate students who will build AI communities around ChatGPT, Codex, and related OpenAI tools. Separately, the publication reported that the company has chosen Dublin’s Tropical Fruit Warehouse as its EU headquarters and plans to add 250 jobs in Ireland over the next two years.
For Windows users and IT professionals, the common thread is clear: OpenAI is treating Codex less as a niche coding assistant and more as a platform that needs advocates, training, governance, and local support.

According to EdTech Innovation Hub, the Campus Leads initiative will recruit students to run workshops, office hours, and campus events focused on ChatGPT and Codex. The programme reportedly includes tool access, training, event support, and engagement with OpenAI staff.
That is a notable shift from the early ChatGPT era, when adoption was largely informal and often ahead of university policy. OpenAI is now attempting to build an organized on-campus layer around agentic tools such as Codex, whose role extends beyond code completion into planning, editing, testing, and handling development tasks.
OpenAI has already been making a broader education case for ChatGPT Edu and Codex. Its education guidance advises institutions to use centrally managed access, group-based permissions, and cautious controls over repository access when enabling Codex cloud workflows. Campus advocates may accelerate adoption, but they will not replace the work required of IT departments to establish acceptable-use rules, identity controls, data handling practices, and academic-integrity boundaries.
For students working on Windows, that could mean more demand for practical workflows spanning Visual Studio Code, GitHub, Windows Terminal, WSL, and browser-based ChatGPT or Codex sessions. The useful skill will increasingly be not simply prompting a model, but reviewing generated changes, managing source control, and understanding where an agent should not have access.

Dublin HQ Adds Capacity for Europe’s AI Rollout​

The Dublin announcement is considerably more concrete. IDA Ireland said on July 27 that OpenAI has leased the 88,000-square-foot Tropical Fruit Warehouse in the city’s Docklands, which will become its EU headquarters. The company plans to relocate in late 2026 and grow from more than 100 local employees by adding 250 positions across engineering, sales, user operations, HR, finance, privacy, legal, corporate security, and workplace functions.
Reuters similarly reported that the expansion would take OpenAI’s Dublin workforce to roughly 350 people. The hiring mix matters: it suggests the site is intended to support European customers and developers operationally, not merely serve as a nominal regional headquarters.
EdTech Innovation Hub reported that the new office will also support OpenAI for Ireland, an initiative focused on builders, startups, and small and medium-sized businesses. OpenAI has not publicly detailed exactly when each role will be filled or how the programme will operate from the new headquarters.

The Practical Enterprise Question Is Governance​

A larger European office and student-led adoption programme both increase the chances that ChatGPT and Codex become embedded in everyday workflows before every institution has decided how they should be managed.
Organizations using Microsoft’s Windows estate should keep the focus on controls rather than novelty:
  • Universities and businesses should provision Codex access through managed accounts and enforce least-privilege GitHub permissions.
  • Administrators should decide whether cloud agents can access internal repositories, test environments, or sensitive documentation.
