Windows 11 installation media has grown into an 8GB-plus deployment payload, and the clearest reason is Microsoft’s decision to ship on-device AI foundations alongside the mainstream operating system. ZDNET’s Ed Bott, drawing on deployment specialist Michael Niehaus’s ISO tracking, reports that multi-edition Windows 11 images added nearly 6,000 folders and more than 20,000 files between the initial 24H2 release and the current 25H2 media.
That matters well beyond the annoyance of a longer download. Larger ISOs complicate USB media creation, offline servicing, virtual-machine labs, branch-office deployments, and bare-metal recovery—especially for administrators who must replicate images over constrained links.
Microsoft’s own documentation confirms the underlying direction: Windows 11 24H2 and 25H2 include AI components intended for Copilot+ PCs, while the July 28 preview cumulative update says those components are applicable only to Copilot+ hardware and will not install on conventional PCs or Windows Server. In other words, the servicing payload is increasingly prepared for hardware many Windows users do not own.
Niehaus told ZDNET that shared local AI models account for roughly 3GB of the expanding package footprint. These models support features such as semantic search, image-related tools, Live Captions, and Windows Studio Effects on systems with qualifying NPUs.
Microsoft’s AI-model deployment guidance shows that these models are handled as Windows servicing content for 24H2 and 25H2. That is important for IT teams: even if a fleet has no Copilot+ PCs today, the underlying servicing architecture has been designed around an OS image that can accommodate them.
The distinction is practical. A non-Copilot+ PC might not install or use the AI components, but organizations still face the bandwidth, cache, distribution-point, and image-management consequences of Microsoft packaging them into cumulative-update and installation workflows.
That lowers disruption for an in-place 24H2-to-25H2 upgrade, but it also illustrates why the full ISO has become so substantial: the common baseline must carry the code and capabilities needed across both releases. The small 25H2 switch is not a smaller Windows image; it is evidence that much of the feature payload arrived earlier.
