- horrible backlight bleed on 99% of devices (as deduced from accounts of users all over the world). Not even gonna elaborate on that, there's a separate 22-pages thread about it on MS forums.

I do realize stopping the fan will have an obviously adverse effect on the temperature. I think the noise is caused by a faulty shaft, which, as I've heard, is non-serviceable in XFX 6950's. The blade is free from any obstructions. Trying WD40 could help...
I'm having issues with one of my GPU's fans (it features a dual-fan cooling) and will have to fix it soon. The problem is, it's making an annoying noise and I was thinking if I could just block it for the time being, however brutally that sounds.
