Something is suddenly changing my files to Read Only. It seems to be affecting Office 2016 files. What's causing this and how do I stop it?

Ok, I ran the scan but it did not find any integrity violations.

When I select a different icon it doesn’t change. The icon looks like a white page with the upper right corner folded down. Could the file for the icon be missing? Could the imageres.dll be damaged and need replacing?

I've tried everything and nothing works. I've rebuilt the Icon Cache (2 or 3 times) and I've worked with changing desktop icons in Personalize/Themes. I see C:\Windows\System32\imageres.dll is where it belongs. What else can I try?
