    if its an antivirus i did try to disable the antivirus but still doesn't work

    i tried safe mode all the files open normally but what malware is preventing it? is it an antivirus

    I cant open any exe files such as regedit and taskmanager. this is a screenshot of the current problem i'm having(running as administrator also doesn't work.
