I cant open any exe files such as regedit and taskmanager.

this is a screenshot of the current problem i'm having(running as administrator also doesn't work.

WindowsForum page shows an error dialog: “Windows cannot find ‘C:\Windows\regedit.exe’.”

Can you check c:\windows in explorer to see if it is actually there.

I would try booting into safe mode and see if you can launch applications. If you can then it's likely malware preventing it.

i tried safe mode all the files open normally but what malware is preventing it? is it an antivirus

if its an antivirus i did try to disable the antivirus but still doesn't work

If can get an elevated admin command prompt, run sfc /scannow and then dism /online /cleanup-image /restorehealth

It looks suspiciously like a virus ataack. I see from your top bar tat you are , as example, that you use YouTube and a games site. Either prone to picking up viruses,
I would suggest that, in the first instance, your download and run malware bytes and see if it offers to quarantine anything

Sorry for the late reply, but here's how: Get an elevated admin command prompt, run sfc /scannow and then dism /online /cleanup-image /restorehealth
