Sorry for the late reply, but here's how: Get an elevated admin command prompt, run sfc /scannow and then dism /online /cleanup-image /restorehealthFor useful info for other readers. How was it solved?
i tried safe mode all the files open normally but what malware is preventing it? is it an antivirusI would try booting into safe mode and see if you can launch applications. If you can then it's likely malware preventing it.
