Headlines that say the government "blocked Discord and Reddit" get two things wrong. Only Discord went dark, and on only some networks. The blocks also appeared while the government was still publicly negotiating with Discord. For PC players and remote teams who run their voice chat, schedules and community tools through the Discord desktop client, the practical result is a network that works for some people and not others. Two teammates on different ISPs can end up with very different access.
Discord blocks hit Globe, GOMO, TNT and DITO but not Smart or Converge
The most consistent picture comes from two Philippine tech outlets working separately. UNBOX PH wrote that it could "confirm that Discord is blocked on Globe, GOMO, and TNT networks, though it can be accessed on other networks like Smart and Converge," and added that it also received reports that DITO users could not access Discord. Gadget Pilipinas reported that as of September 23, users on Globe, GOMO, TNT, and DITO report Discord will not load, while subscribers on Smart and Converge can still open it without a workaround.
The two accounts differ on DITO. UNBOX's own check covered Globe, GOMO and TNT, and the DITO outage rests on user reports. The Philippine news site ASTIG also lists DITO among the blocked networks. It summed up the situation as a partial yes: it is blocked on Globe, GOMO, TNT and DITO, and reachable on Smart and Converge.
The clearest sign of how the block works comes from a Globe block page. According to GGWPTECH, discord.com and discord.gg load an NTC block page on Globe, and the page carries both the National Telecommunications Commission (NTC) and Globe logos. The notice says access was "blocked in accordance to the directive of the National Telecommunications Commission (NTC), as determined and identified by relevant government agencies." The outlet added that it offers no further explanation, no timeline and no appeal route.
This conflicts with Gadget Pilipinas, which reported that no telco has published a blocking order. The two can both be true. A block page that names an NTC directive is not the same as a published order that anyone can read. Still, the Globe screenshots point to a regulator-linked block rather than a telco acting alone. Only GGWPTECH has reported the block page, and it said that it had not confirmed whether Smart, Converge, DITO or other providers have applied the same restriction.
Reports also disagree on when the blocks started and which carriers were involved. According to the business outlet Bilyonaryo, a former DICT official named Dy said PLDT, Globe Telecom and DITO Telecommunity began restricting access to the platform at around 8 p.m. on Sept. 22. PLDT is Smart's parent company. Several outlets say Smart subscribers could still reach Discord on September 23, which suggests conditions changed during the day or differed between PLDT services. None of the available reporting settles the question. Nobody has published a network-by-network test.
Reddit stayed online after the CICC's 24-hour directive
The directive that started this was aimed at both platforms. According to BitPinas, the CICC told Reddit and Discord to designate a resident agent or set up a physical local representative within 24 hours of formal directives issued on September 21. It warned that it could restrict their operations or block access nationwide if they did not comply. The tech site GizGuide reported the same threat: failure to comply could result in restrictions on their operations or even outright access blocks for users in the Philippines.
The two companies responded differently, and so did the government. GMA News reported on September 23 that the CICC gave Reddit more time after its executives met with the agency online within the deadline. Discord got no extension, which the CICC said was "pending direct discussions with the platform and concrete commitments on the CICC's requirements." The agency had first said both platforms were given extensions, then issued a correction. That correction is the most likely reason DualShockers and Gadget Pilipinas described Discord as blocked "despite" an extension.
Reddit's online meeting with the CICC included its Vice President of Policy, Jessica Ashooh, according to GMA. They discussed "green lanes," which are direct channels that Philippine authorities could use to flag potentially harmful content. These cover online sexual abuse and exploitation of children (OSAEC), child sexual abuse or exploitation materials (CSAEM), and what officials call Nihilistic Violent Extremism (NVE). Reddit also said it would open a Philippine office. According to ASTIG, Reddit stayed up the whole time.
Discord sent a letter instead. The CICC said the letter expressed willingness "to engage with the agency on its existing teen safety measures." GMA reported that Discord Senior Public Policy Advisor Vasundhara Singh pointed to the company's Global Teen Experience. Under that system, users who cannot be placed in an age group are asked to confirm their age through facial age estimation, and Discord says it does not store the biometric data. UNBOX reported that Discord also offered to brief the CICC on its Family Center tools and its Kodex system, the portal law enforcement uses to submit legal takedown and data requests. These are the company's own descriptions. The CICC has not said whether they meet its requirements.
School shootings and a wider crackdown on Roblox, Meta and Telegram
The directive followed a string of violent incidents. The initiative follows a series of violent incidents, including a shooting at Banga National High School in South Cotabato on September 18, marking the country's third shooting incident since June 2026, according to GizGuide. GMA listed the earlier cases: a June shooting in Tacloban in which two students killed three others, and an August shooting at Ateneo de Zamboanga University.
CICC Executive Director Renato Paraiso has said the demand is about reachability, not censorship. BitPinas quoted him saying the agency is "not asking platforms to police the internet for the government but to be reachable, accountable, and responsive." Besides a local presence, the CICC asked both platforms for written explanations of their child safety systems, plans for rapid-response procedures, and stronger age verification.
A second regulator acted in parallel. On September 22, the National Privacy Commission (NPC) issued show-cause orders to Meta, Roblox, Reddit and Discord for not meeting registration requirements under the Data Privacy Act of 2012 and NPC Circular 2022-04. The NPC said its review would also look at transparency, lawful processing, data-subject rights, accountability and security measures. The privacy action runs separately from the CICC directive, and nothing in the record links it to the ISP blocks.
This is also not the first platform block in the Philippines this year. Gadget Pilipinas reported that Roblox was blocked on an NTC directive in March, with Globe publicly supporting the move. It also reported that the CICC temporarily banned GoreBox on June 23 after the Tacloban school shooting, and the DICT confirmed a permanent block on August 26 after the developer agreed. The same outlet said that in August, PLDT, Smart, Globe, and Converge expanded network-level blocking with the DICT's encouragement. Blocks through the carriers, on a regulator's instruction, have become a routine tool in the Philippines in 2026.
PC gamers, esports teams and freelancers take the damage from provider-by-provider blocking
Blocking some networks and not others causes a specific kind of damage. Gadget Pilipinas calls Discord the default coordination layer for gaming clans and esports organizations, the place where scrims get scheduled, rosters get announced, and voice chat runs during matches. When it works on Smart but not Globe, one team can have half its players connected and half locked out. The server is still there. What differs is each player's ISP.
The GGWPTECH report on discord.gg matters for community growth. Discord's short domain powers Discord's invite links, the URLs communities share on Facebook, YouTube and streams to bring new members in. If both domains return the block page, users on affected networks cannot join a server through a shared link. Streamers and tournament organizers who recruit through invite links lose that route for part of their audience.
Discord is also used for paid work. Dy told Bilyonaryo about the Barangay VA Helpdesk, a Discord community with more than 12,000 members offering training, advice and job opportunities, as well as the Nexus and Jobcord servers catering to Filipino virtual assistants. His estimate that about 15,000 legitimate workers were affected is his own figure, not a measured count. Still, it matches Gadget Pilipinas's description of study groups, student organizations, freelancers and small development teams relying on the same servers.
Some questions remain open, and they affect how Windows users should respond. GGWPTECH noted that it is also unclear whether the block reaches the Discord desktop and mobile apps, because the apps lean on several other domains for chat, voice and media beyond discord.com and discord.gg. Gadget Pilipinas's "will not load" reports suggest the desktop app is affected for many users, but no one has published a technical breakdown. ASTIG noted that Discord itself reported no platform-wide outage, which points to a block applied inside the Philippines rather than a fault on Discord's side.
VPN and DNS workarounds for the Discord block carry costs
Users are already passing around workarounds. The fan account Wumpus Central, which tracks Discord news, argued that the pattern points to a block at the internet-provider level, most likely DNS filtering, not a full government shutdown. It shared reports that switching to Google DNS (8.8.8.8 / 8.8.4.4) or Cloudflare DNS (1.1.1.1 / 1.0.0.1), then restarting the app works for now. That is an inference from user reports, not a confirmed technical finding. If a provider blocks by IP address or inspects traffic, changing DNS would not help, and no outlet has confirmed which method Globe or DITO uses.
VPNs are the other common suggestion, and critics use them as an argument against blocking. Gadget Pilipinas cited former Solicitor General Florin Hilbay. In August, after PLDT and Smart blocked more than 100 sites hosting school-shooting footage, Hilbay argued that because a VPN gets around a block, the practical effect is "simply to put a price tag on blocked sites." For a student on prepaid data, that cost falls on someone who did nothing wrong. Meanwhile, the people authorities are actually after can switch tools just as easily.
The legal basis for the Discord block is also being questioned. Bilyonaryo reported that Dy questioned the legal basis for blocking Discord, citing the Supreme Court's ruling in Disini v. Secretary of Justice, the Philippines' leading case on the Cybercrime Prevention Act. ASTIG described the legality of blocking a site without a court order as an open question. No court has ruled on this block, and none of the available sources say whether getting around a regulator-directed block carries any legal risk for users.
What Philippine Discord users and team admins should do now
The immediate question for anyone in the Philippines is whether their own connection is blocked, and whether their team can work around it without depending on one ISP. Opening discord.com in a browser is the quickest check. If you get an NTC-branded block page, as Globe users reported, the problem is at the network level. It is not a problem with your PC, the Discord client or your account, so reinstalling Discord or resetting Windows networking will not fix it.
If you run a guild, esports team or freelance community, the useful response is planning, not a technical fix. The following is our own inference from the reported pattern: members on Smart or Converge probably still have access, while members on Globe, GOMO, TNT and possibly DITO do not. Find out which carriers your key people use, so you know who is likely cut off. Agree on a backup channel before the next scrim or client deadline.
- Discord was reported blocked on Globe, GOMO and TNT on September 23, 2026, and user reports add DITO. Smart and Converge users could still connect at the time of reporting.
- Reddit was not blocked. It got a CICC extension after meeting the agency and committing to a local office and "green lanes" for flagging content.
- The CICC granted Discord no extension as of September 23, pending direct talks and concrete commitments, which means the block could last until those talks conclude.
- An NTC-branded block page on Globe says the block follows a regulator's directive. Seeing it confirms the problem is your network, not your Windows PC or your Discord installation.
- DNS changes and VPNs are reported to work for some users, but nobody has confirmed how the block works technically, so neither is a guaranteed fix. VPNs also cost money that students and prepaid users may not have.
- Team leads should list each member's carrier and set up a backup coordination channel now, because access can change again with the next government announcement.
Discord's access in the Philippines now depends on its talks with the CICC, not on anything its users can change. The agency has shown with Reddit that it will grant more time once a platform makes concrete local commitments. ASTIG reports that the CICC said it will monitor whether the promised Philippine offices and representatives are actually put in place, which means the status can change again quickly. Until Discord gets the same treatment, a Filipino player's access to their community depends on which carrier they use.
