Microsoft is moving ahead with plans for a data centre at Langley in Slough, but the most important fact for residents, businesses and cloud customers is also the easiest to miss: the project described publicly is still a proposal, not a verified newly lodged planning application. The available material establishes a planned Langley facility and a community information session advertised for 12 September 2026. It does not establish when a revised application will be filed, how much electricity it will require, how it will be cooled, or what operational water demand and backup-generation arrangements may look like.

That distinction matters because the Langley scheme is being debated against real local anxieties about power capacity, noise, water, land use and urban heat. Those concerns deserve scrutiny, but the presently available evidence does not prove that this individual Microsoft project will create each claimed effect. It does show that Langley has strong fibre advantages and that electricity connection capacity is a material planning issue in Slough.

What Microsoft has confirmed​

Microsoft says it is proposing to build a data centre in Langley, Slough. Its public planning update advertised a community session at Langley Community Centre on 12 September 2026 and says the site had outline planning permission for a data centre in 2020. The company also says the site is being cleared ahead of potential development.

This is meaningful progress, but it should not be conflated with consent for the current design. Planning projects commonly move through consultation, an application, technical review, public representations and a decision. The material available here verifies the consultation and the proposal; it does not verify that a revised planning application had been submitted by 15 September 2026.

Reporting on the consultation material says Microsoft is preparing a new proposal after the earlier outline permission lapsed. It describes a concept centred on one data-centre building, alongside a separately consented substation. Crucially, substantial technical details remained undisclosed in that reporting, including facility capacity, electrical demand, cooling arrangements, backup generation and timing.

Until an application and supporting documents are publicly available, it would be premature to treat estimates of the facility’s power use, water consumption, generator fleet or construction impact as settled facts. Those are precisely the details that determine whether a data-centre proposal can be assessed beyond its headline footprint.

A new scheme on a site with a different history​

The current proposal should not be mistaken for a simple continuation of the development previously approved for the former Langley Business Centre on Station Road.

A Slough Borough Council planning agenda from September 2020 described outline permission for a broad redevelopment. That earlier project could include up to 93,000 square metres gross of data-centre space, up to 60 homes, further commercial and community uses, and an energy centre. In other words, it was a mixed-use scheme with a very large data-centre component, not necessarily the same single-purpose project now being discussed.

This also corrects two claims that can distort the debate. The earlier outline permission is associated in Microsoft’s own update with 2020, not 2021. And the latest concept is not a low-rise 15-metre building comparable to a six-storey office block. Reporting based on consultation material describes a main height of about 26.1 metres, rising to up to 28.5 metres around administration blocks.

Height alone does not decide planning merit, but it changes the practical questions for nearby people. A building in that range raises issues of townscape, sightlines, landscaping, construction activity and the visual transition between the station area and adjacent uses. Those questions are more productively debated with drawings, verified elevations and environmental assessments than with an inaccurate shorthand description.

Why Langley is attractive for data-centre development​

The locality has a clear connectivity rationale. Slough council evidence says former employment sites including Langley can benefit from extensive fibre running along the Great Western Railway line and the Grand Union Canal. For data-centre operators, dense fibre routes can be a major attraction: they offer the prospect of multiple network paths and close links to a wider digital infrastructure corridor.

That does not mean the facility’s final network architecture, tenants or services are known. Microsoft has not, in the material reviewed, identified the planned IT load or explained whether the site would serve particular Azure regions, products or customers. Windows users and organisations running Microsoft cloud workloads should therefore avoid assuming that the Langley proposal will bring a defined performance gain, local data-residency option or new service availability. No such outcome has been verified.

Still, the case illustrates why the data-centre question is increasingly an infrastructure question rather than merely a property-development question. Fibre availability can make a site commercially compelling, while the ability to secure power can govern whether it is practically deliverable at all.

Electricity is the central unknown​

The record contains evidence that electricity capacity is a material local constraint. Council evidence refers to connection constraints affecting a separate proposed 1,500-flat housing development. That finding cannot be directly transferred to Microsoft’s Langley plan: the available evidence does not state the proposed facility’s connection size, its timetable, whether network reinforcements are needed, or the terms on which capacity might be secured.

But it is a strong reason to demand specificity when detailed proposals emerge. For a data centre, electrical demand is not an ancillary detail. It influences the size and routing of grid infrastructure, the need for substations, resilience provisions, construction sequencing and potential effects on the local network. The reported presence of a separately consented substation indicates that electrical infrastructure is part of the wider site picture, but does not reveal the eventual operational load.

There is an important counterpoint. A local constraint affecting one development does not automatically mean every subsequent project is impossible or will displace other users. Connection studies, available capacity, reinforcement plans and contractual arrangements can differ by location and time. The responsible conclusion is neither that Langley faces no power issue nor that the project has already been shown to overwhelm the grid. The current public record leaves the project-specific answer open.

For households and small businesses, that ambiguity is not academic. Electricity-system decisions can shape development timing and the distribution of infrastructure costs and disruption. They are also relevant to public confidence: residents need a clear explanation of demand, proposed connection works and resilience equipment before they can judge the trade-offs.

Petition pressure and the limits of the evidence​

A council-hosted petition asks Slough to pause new data-centre approvals. It explicitly includes Microsoft’s proposed site next to Langley train station. When retrieved, it showed 611 signatures and was scheduled to run from 17 August to 16 November 2026.

The petition raises concerns about grid and water pressure, cooling and generator noise, loss of strategic land, and heat. These are legitimate subjects for policy debate and planning scrutiny. However, the petition is evidence of residents’ views and requests, not a regulator’s finding that the Microsoft development will cause those outcomes.

The same care is needed around claims that data centres are responsible for Slough becoming hotter. Reporting on the issue says it is difficult to separate the influence of climate change, wider urban development and data centres. The research cited in that reporting is described as emerging or nascent, even though it suggests potentially significant local warming near facilities. That is a reason for further assessment, not a basis for claiming a settled, project-specific causal result.

The practical planning question is more focused: what heat, noise, air-quality, water and traffic impacts would this particular facility create, and what mitigation would be required? Existing material does not verify specific commitments on public art, EV-enabled parking, congestion measures, or environmental and noise surveys. Nor does it establish the number of generators, their testing schedule, cooling technology or water use. Those omissions should be filled with project documents rather than assumptions from other data centres.

What to look for in a full application​

If and when Microsoft lodges a revised planning application, the most consequential material may sit outside the headline architectural images. Residents and local businesses should look for several categories of evidence.

First, the energy case should identify the anticipated demand, connection route, substation relationship, reinforcement needs and resilience design. It should distinguish normal operation from backup arrangements.

Second, the environmental material should address cooling technology, operational water demand, noise modelling, generator testing, air quality and construction impacts. A statement that a development is efficient is not a substitute for measurable assumptions and enforceable conditions.

Third, transport and construction plans should explain vehicle movements, delivery timing, work phases and measures around Langley station. A data centre may have relatively limited day-to-day staffing compared with other commercial uses, but its construction period and equipment deliveries can still be significant. The details for this site have not yet been verified.

Finally, the planning comparison should be transparent. Decision-makers should assess the new data-centre-focused concept on its own evidence, while recognising that it follows a materially different mixed-use outline proposal. The existence of historic permission is relevant context, not automatic proof that a fresh proposal should receive the same treatment.

The next decision is about disclosure as much as development​

Slough is in England’s South East, not the north of England, and its Langley site has evident fibre-network advantages. Yet fibre alone does not resolve the public-interest case for a large facility. The unanswered questions about demand, cooling, water, generators and a revised application timetable are the questions that will determine the real local consequences.

Microsoft’s proposal may ultimately demonstrate that a modern data centre can fit the site with credible infrastructure and environmental safeguards. Equally, residents may conclude that the disclosed impacts or trade-offs justify stronger conditions or opposition. Both positions require a complete, project-specific evidence base.

For now, the reliable picture is narrower: Microsoft has publicly advanced a Langley data-centre proposal and held out a community engagement process; an earlier, larger mixed-use outline scheme provides planning history but not a ready-made approval for the new concept; and local concern is organised enough to have produced a 611-signature council-hosted petition. The next meaningful test will be whether detailed plans turn the current unknowns into facts that the public can examine.
