But it does make the build relevant to people who use Release Preview as a comparatively conservative Insider channel and want to assess what is nearing broader Windows servicing.
The paired numbering also matters. Build 26100.9539 belongs to the 24H2 track and 26200.9539 to the 25H2 track. Readers should not conflate this release with reporting on a separate earlier Emoji 17.0 preview that used a different version designation. Emoji 17.0 adds breadth, not just a few novelty icons
Emoji 17.0 support is among the most visible changes. Microsoft’s Fluent set gains new concepts including a distorted face, a fight cloud, and a hairy creature, alongside adjustments to several existing designs. Independent reporting puts the full increase at 163 entries: 13 new concepts and 150 skin-tone sequences.
The distinction between concepts and skin-tone sequences is useful. A list of 163 can sound like an enormous set of wholly distinct pictographs, but most of the total represents variations intended to make applicable emoji more flexible and inclusive. That is still practical for users: emoji support needs to be consistent enough that people can view and communicate the newer characters without seeing missing-symbol placeholders or substituting incompatible artwork.
Emoji changes are often dismissed as cosmetic, yet they are also a compatibility and communication issue. A current Windows emoji set can improve how messages, documents, web content, and collaboration feeds render. At the same time, it cannot force every recipient platform or application to support the same standard. Cross-platform conversations may still show different artwork, or fail to render an emoji where another service has not added support.
Small accessibility and touchpad controls may have outsized value
One confirmed accessibility-oriented setting is Open apps maximized, located in Settings > Accessibility > Visual effects. It had previously been observed and tested in an Experimental Insider build, where opening an app caused it to launch maximized. Its appearance in Release Preview is therefore not its first public sighting, but it is a meaningful advance in its channel path.
The setting is straightforward, but it could reduce repetitive window management for people who consistently need the largest possible workspace. It may also suit shared or task-focused PCs where applications are normally used full-screen. The counterpoint is that maximization is not universally desirable: users who rely on side-by-side workflows, multiple displays, or carefully positioned windows may prefer to leave the option off. Its value lies in choice, not in declaring one window behavior best for everyone.
Precision-touchpad users gain single-finger edge scrolling and automatic-scrolling controls. This continues a sequence of touchpad personalization work: Microsoft says the scroll and zoom speed controls, as well as accelerated-scrolling controls, arrived in the July 2026 KB5101684 update.
For laptop users, this is potentially more consequential than the short feature name suggests. Touchpad comfort depends heavily on physical habits and hand placement. Edge scrolling could make navigation easier for some, while automatic-scrolling controls may help users tailor behavior that otherwise feels too aggressive, too sluggish, or simply unexpected. For someone setting up a new Windows PC, the appeal is obvious: it gives Windows a more direct route to bring phone photos into the Microsoft cloud workflow without first requiring manual copying over a cable. That may make a personal photo library available through the same storage service used for Windows backup and synchronization.
However, this is not a blanket promise for every PC and phone. Microsoft expressly limits the capability to eligible devices and markets, and the supplied release material does not enumerate which markets, device types, mobile platforms, account states, or storage conditions qualify. Users should check what their own Settings app presents instead of assuming the QR-code flow will appear. They should also consider the ordinary implications of cloud photo backup, including storage use and the fact that a phone-photo workflow becomes dependent on OneDrive connectivity.
Fonts and File Explorer: quieter changes with practical reach
The Ebrima font now adds support for Garay and Beria Erfe, while refining Adlam glyphs. Garay was encoded in Unicode 16.0 in September 2024, and Beria Erfe in Unicode 17.0 in September 2025. Windows font support can be easy to overlook until it is absent; when a script lacks appropriate glyph coverage, people may encounter blank boxes or unsuitable fallbacks in documents and web content.
For users and organizations working with these writing systems, native support is a practical improvement in readability and document exchange. For the wider Windows audience, it is an example of platform maintenance that expands language coverage rather than introducing a conspicuous new interface.
File Explorer also retains Home section state in this development line. In everyday terms, preserving a section’s state can make navigation feel less reset-prone between visits, particularly for users who repeatedly organize work around the Home view. The related release material references cloud-file thumbnail and property improvements, but the dossier does not include independent validation of their reliability in this exact Release Preview build. It is sensible to regard them as changes to watch rather than proven solutions to every OneDrive or cloud-file metadata problem.
Wallpaper and slideshow reliability improvements are likewise carried forward from Beta. Such work is unglamorous, but it targets a part of Windows that is continuously active for many users. WinRE networking could change enterprise recovery procedures
The most operationally important addition may be in WinRE. On supported Insider builds, WinRE can reuse eligible saved Windows Wi-Fi profiles when recovery networking is needed. IT teams should approach this as a controlled recovery enhancement, not a reason to retire fallback plans. Testing should cover the organization’s actual wireless authentication design, representative device drivers, and recovery process. Administrators also need to decide whether default-enabled reuse fits their own security and device-management posture, especially if recovery networking is normally tightly constrained.
A related capability, Recovery Remote Management, reinforces the enterprise emphasis. It extends WinRE through a plug-in model allowing endpoint-management service providers and solution developers to implement custom recovery logic. This is intended for managed-device recovery and remote remediation, rather than as a consumer-facing remote-repair tool. The most careful evaluation is scenario-based. Test the features that match real needs: a precision touchpad’s comfort, a mobile-photo workflow, a particular enterprise Wi-Fi profile in recovery, or text involving the newly supported scripts.
For everyone else, the key takeaway is restrained. KB5124010 documents what Microsoft has brought to the Release Preview Channel for the current 24H2 and 25H2 tracks. It shows continued movement of features from Beta and gives managed environments especially relevant recovery capabilities to assess. It does not, on the evidence available, establish when those capabilities will ship more broadly or whether every eligible-looking PC will receive every experience at once.
Update: KB5124010 removes Windows Backup’s PC-to-PC Migration feature (September 10, 2026)
Microsoft’s KB5124010 changelog also confirms that PC-to-PC Migration is no longer available in Windows Backup. According to Neowin’s reporting on the Release Preview release, the phased feature had let users transfer files and settings directly from an old PC during new-PC setup.
For users replacing a PC, the practical consequence is that this direct migration route should no longer be assumed to appear in setup. Microsoft instead points users to Windows Backup for supported files, settings, and restore workflows.
The fuller changelog also adds several changes not detailed above, including a Tips widget for the Widgets board and lock screen, Copilot-key remapping to Right Ctrl or Context Menu, DIB wallpaper support, and a broad set of Bluetooth reliability and audio compatibility fixes.
