So I built a new pc and just installed Windows 7. The installation appears to have gone well, but I'm encountering the following issue:
when starting up, windows goes to a screen with a desktop backdrop (the minimalist one with the bird and leafs, if that is of any importance) and it says...

edit: I still hope this helps someone, but the problem is back. Everything was flying after the driver was installed, but after the computer went to sleep, the incredibly frustrating problem is back. Even typing this is causing annoying lags. I have nothing installed except Firefox and Avast...

My system has a new OCZ 700w power supply.
The system is drawing about 200W with a PF~1.0
It is connected to an APC 750VA/400W UPS.
That is plugged into the same outlet as a laser printer.
When I run XP and print a file - the printer starts up and creates a brownout.
The UPS reacts, switches...
