Win 7 64 bit. I suddenly a large number of DefaultAppPool and DefaultAppPool.IIAppPool folders have appeared in my User folder. Where did these come from? Can I delete them?

I used Glary Utilities empty folders finder
and found a whole bunch of empty folders,
I was wondering can I just delete all of them
or should I just leave them where they are?

Folders are being created by 7 on my external harddrive having nonsensical names (like "08f575abff5110a011" for instance). I try to delete them, but it says I need permission to delete them. Then I open up the command line in administrator mode and try to delete them, but it does nothing. It...
