Windows 7 ATI ccc wont run ??

Windows 7 HD 3650 AGP problem - driver won't work
I have a problem with installing drivers (and getting them to work) for my Sapphire ATI Radeon HD 3650 AGP. I added my card's line in the .inf file of the driver and I installed it manually but all the time I get code 43 in device manager.
