When I run the installer it says I need update KB2919355 but no updates are available in Windows Update. I let my computer do a search for new updates but that didn't result in anything. Do I have to wait for it or can I download it somewhere?

I'm running Windows 7 home. I'm getting tired of the Microsoft.Net Framework updates that take forever to download and install.
Do I need Microsoft.Net Framework?
What for?
Can I uninstall it?
Thanks
