I just changed the login password for my PC. I don’t know if this is relevant but now when I start my computer I get asked for a PIN but no longer get a prompt for Sign-in options. This means that I can’t login with my Password should I choose to.

When I go to settings>accounts>sign-in options the screen is blank and all I see is dots running from left to right at the top of the window. What do I need to do to repair this?
The folder:
C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\Ngc
is empty!
