When I go into "Server Manager" in windows server 2016 then click "Manage" then click "Add role or Feature" I click "Active Directory Domain Services" (ADDS) then I click "Install" after some time later it says "The request to add or remove features on the specified server failed. Installation of one or more roles, role services, or features failed. The referenced assembly could not be found. Error 0x80073701". I tried many videos and forums but nothing works.

Solution
With the amount of issue and the fact that there is corruption and you can't repair it. I would check the health of the disk and if it's good do a clean install. It's going to be a lot quicker than trying to repair if it's even possible.

I would first run the command DISM /Online /Cleanup-Image /RestoreHealth and make sure there is no corruption.
If there is no corruption then upload the DISM and CBS logs. If they are too big upload them to another site and link.
--DISM Log Location--
"C:\Windows\Logs\DISM\dism.log"
--CBS Log Location--
"C:\Windows\Logs\CBS\CBS.log"
