Windows 7 Administrator Profile

As far as I can tell, I'm the only person using this laptop. Its an HP HDX16. I just upgraded from Vista to 7, and I'm trying to run some programs and it is saying I don't have permission and/or I need to run them as the administrator. Even when I click on "Run as Administrator" it won't work. SOMEONE HELP!!!!

Trying Lowering the UAC. Put it down to the bottom and see what happens.
Just in case, its=

Type msconfig inthe start. open the "Tools" tab
Click "Change UAC settings" and then "Launch" (bottom right)
