Windows 7 All Programs list is empty after upgrade to build 7068

I know this has been posted before, but no one really came to a conclusion that worked, so I was hoping that starting a new thread might help me out more. After I upgraded from 7000 to 7068 my all programs list was completely empty. I can't figure out why and its really bothering me.
 
Looks like this is an upgrade bug to which so far Microsoft has no response:

"All programs" empty after in-place upgrade from Vista


1. Right click on all programs > All users menu
2. Desktop shortcuts or C:\Program Files\ -> copy programs' .exe's and paste their shortcuts to the All users menu


I think it happens in case of a wrong upgrade, such as beta to another beta.
