Windows 10 Applications Migrations

I'm about to buy a new Windows 10 (power user class) PC. I want to migrate all of my applications and files, however, I don't want to migrate my Windows 10 from my current PC to my new PC. Does any migration software migrate files and applications without over-writing the (newly installed) Windows on my new PC?

The reason for asking is that my current laptop has a slightly malfunctioning Windows running on it; I can only boot from a Hirens-CD selection that says "Boot from Vista / HD (or something like that) because my BCD file is corrupt and I can't seem to fix it regardless of all the posted methods that would normally work. Rather than fuss with it; I tried DOZENS of techniques for fixing my boot issue, I'd just prefer to migrate my applications and files over to the new laptop and work with a clean, fully functional, updated versions of Windows.

Please let me know if this is doable.
 
Unless you're doing a full clone, you won't be able to migrate applications. Some will probably work but usually it's best to just reinstall them.
 
I'm seriously trying to avoid re-installation at all costs. I have over 100 applications installed. I think I'll just pay a specialist to fix my Windows boot issue if I can't do it after trying one last time.
 
Fantastic idea!

I almost forgot that I used this app to migrate from my Windows 8.1 laptop to my current Windows 10 laptop. This will save me a lot of time and headache.
