Windows 7 Blue Screen of death after SID Change, can't use system restore

BSOD info:

When trying to use system restore, I get "you must enable system protection on this drive"

however, when I try to do this from command prompt using a windows 7 cd "%systemroot%\system32\restore\rstrui.exe" I get that the restore service was unable to be started
