Windows 7 Can"t link 2 pcs together for file transfer etc.

Hello everyone, I have 2 windows 7 pcs both hooked through a linksys router, they both have internet acces, I have made my home network "DIRTYLARRY" and both computers are a member of the Network.

The problem I have is this:
pc1 sees pc2 in the Network, but when I click on the icon to access the computer, I get this error
Pc2 is not accessible, you might not have permission to view this folder.

I do however see no computers at all under Homegroup...can someone enlighten me on this?

What happens when you type this into the address bar on PC1:

\\pc2\c$

And vice-versa for PC2

\\pc1\c$

Are there user accounts setup on both computers that are the same?
I believe there needs to be an account on both with the same name and password.
