Windows 7 Can't open .zip file - 'Windows found that this file is potentially harmful.'

Hi.

If I try to download/open a .zip file, there comes a pop-up with the text 'Windows found that this file is potentially harmful.'
So what may be the problem? I'm using Windows 7 Professional.
I have tried many things, such as Registry-editing, download some programs (don't know anymore what programs).
Now, I don't know what to do anymore.
