You can create an empty toolbar, hide the title and the text by rightclicking, then drag it over to the lefthand side next to the start button. Then you can drag the seperator out to the middle somewhere and it will push the taskbar icons out with it to where you want them. Afterwards, lock the taskbar. Alternatively if you are after an authentic OS X dock, you can use this, ObjectDock
