Right click the file and select open with and Photoshop and check box to make it default if you wish.

"Edit" and "open with" are different functions. If you wish to change the edit program you need to make a registry change. You can do this manually or there are utility programs available to do it for you. There is a good guide to the options here:

Thanks!! That program at Link Removed was for Window XP, but there was instructions to do it manually.
